Traffic Reform Requires Public Discipline, Not Just Enforcement: ACP Dhananjay Patil

“Traffic improvement is not possible without public discipline,” said Assistant Commissioner of Police (Traffic), CSN, Dhananjay Patil, during a courtesy visit to Lokmat Bhavan on Saturday. In an exclusive interaction, ACP Patil stressed that while enforcement plays a role, long-term change in traffic behavior depends on the cooperation and responsibility of citizens.

Two-Wheelers Lead in Rule Violations

ACP Patil noted that while car drivers in the city generally adhere to traffic regulations, two-wheeler riders remain the most frequent violators. “The most reckless behavior is seen among two-wheeler users, both in terms of traffic violations and non-payment of fines,” he stated.

As per recent data, 4,940 two-wheeler owners in Chhatrapati Sambhajinagar have pending challans exceeding ₹10,000. In contrast, only four car owners have dues above ₹25,000, highlighting a significant gap in compliance.

Decline in Road Accident Fatalities

A positive trend emerged in road safety. Between September 2023 and March 2024, the city recorded 124 road accidents resulting in 91 deaths. Following detailed inspections and implementation of engineering solutions, the number of accidents dropped significantly. From September 2024 to April 2025, only 33 cases were reported—a marked improvement attributed to corrective measures at accident-prone zones.

Strong Action Against Drunk Driving and Fraud

As part of a six-month special drive, the traffic department intensified enforcement against drunk driving and fraudulent vehicle registrations. A total of 91 individuals were booked for driving under the influence on key routes like Beed Bypass and Jalna Road. Of these, 52 driving licenses were recommended for cancellation, and 33 were revoked.

Additionally, three fake number plates were traced and action was taken under IPC Section 420.

Efficient Management During VVIP Movements

The traffic police successfully managed over 15 Z+ security events and nearly 120 days of high-security movement in the past eight months, without causing major traffic disruptions. “Efficient coordination and planning have been the backbone of our operations during VVIP visits,” Patil said.

Towing Not the Responsibility of Traffic Police

Addressing a common public complaint, ACP Patil clarified that the traffic department is not responsible for towing illegally parked vehicles. “Vehicle towing falls under the purview of the municipal corporation. The traffic police do not lift vehicles,” he stated.

A Call for Civic Responsibility

ACP Patil concluded by reiterating that a sustainable solution to traffic congestion and road safety lies in public awareness and civic responsibility. “Law enforcement alone cannot bring about traffic discipline. Citizens must actively participate in maintaining road safety,” he said.
